2002 was the year of Sparkles!

was the hit of the party...

Terry made this costume.  At the time, rules prohibited Terry or Mike from winning the contest. 

Because so many people felt this was a winning costume, rules have been changed to allow Terry and his creative costumes the opportunity to win.  Mike is now the sole judge of the best costume.  Mike is still excluded from winning.
